Unlike with WR Bru McCoy, CB Chris Steele is considered more likely to be granted a waiver to play in 2019 after transferring from Florida in May. (Here is a report summarizing his time in Gainsville.) USC is expected to file a waiver on his behalf once he enrolls. So we ask:
