1. NCAA ends all remaining punishments / sanctions against USC
2. NCAA restores all wins to USC
3. NCAA "opens its books" and releases all remaining emails and documents in connection with the Bush / SC / McNair investigation
4. NCAA hires an independent party (like Louis Freeh) to conduct an investigation into the Bush / SC / McNair investigation, the results of which will be made public
5. NCAA begins the process of reforming its infractions investigations and adjudication procedures so that the factual determination and penalties are made by outside, independent arbitrators (like the AAA), so that the NCAA no longer acts as investigator, prosecutor, judge & jury, and appellate court
