what triggers the most damaging emails being released?

Evidently the NCAA was able for some reason to hold back the most damaging emails from public eyes.
So what has to happen (and when?) for the rest of the emails, the most damaging ones to be released for public consumption?
ow long can the NCAA draw this out? When full disclosure?
Does McNairs team have all the emails? curious.
