This isn't really a surprise.
The four-star WR/DB from Gardena Serra was long considered a USC lean after the Trojans offered him a scholarship his freshman year.
But that seemed to change, after a staff switch and also as Burton got closer to his senior year. Later in the process, it seemed like he started to favor other options.
USC's current staff was recruiting Burton to play safety. It should be noted that Burton was originally offered a scholarship to play wide receiver by a different coaching staff at USC.
