Why does USC always play Colorado in November?

Saw that we are once again playing CU in November in Boulder. Just wondered why the Pac 12 does not rotate the schedule to force UCLA or the Arizona schools to play in Boulder in November. Why does USC have to do it twice in the last 3 years when weather could be below freezing again....
Just seems like a disadvantage that could easily be fixed if Haden was on top of scheduling issues like this.
